Planning Board backs municipal complex redevelopment plan

A first step drew the biggest questions.

The Montclair Township Planning Board voted to find the municipal complex redevelopment plan substantially consistent with the Master Plan and to send that opinion to Township Council with recommendations. The discussion centered on what the plan allows, not on a final building proposal. Board members said several times that no specific project is locked in. The plan covers a Township-owned site and allows office use, along with alternatives including residential, municipal facilities, and public utilities.

Much of the debate focused on one phrase: public utilities. Members questioned whether that use belongs here and whether the draft language does enough to control appearance, noise, and other impacts. They pushed for stronger standards so any utility facility would read as a building, not a fenced equipment yard. The board heard that the site sits between zoning districts, that other locations had constraints, and that any future utility proposal would be unlikely without Township involvement. Two members voted no, saying there was still too little information to support utility use at the site.

The board's recommendation now goes back to Township Council. If the redevelopment plan is adopted, that still would not approve construction. Any actual project could require a redevelopment agreement, amendments to the plan, and Planning Board site plan review. Members said those later steps are where the Township would have to answer the harder questions about design, screening, parking, and whether this is the best use of the property.

The Master Plan report opened to public comment, but not before some confusion over whether the public would be heard that night. Once comments began, speakers raised a wide range of issues, including design, redevelopment, traffic, preservation, parks, and housing.

After public comment, the board shifted into a working session on revisions to the re-examination report. The discussion was less about a single vote than about refining the document line by line and deciding what changes should be made before the next draft.

The board set a deadline for additional written comments and said it would return to an updated draft at the September 28 meeting. That gives residents and board members another round to shape a document that will guide future planning and redevelopment decisions across Montclair Township.
